He owns the app from how it should work, through writing the code, to making sure it simply runs. He ensures what the rest of the team invents can actually be clicked, launched, and used — so the product leaves the team's heads and lands in the user's hands. A great app isn't only what you see: it's hundreds of decisions the user never notices, because everything just works. He makes those calls from the first line of code to the last test.
